The Texas-based energy company has laid off 178 workers in Grand Junction because of local market conditions.

Halliburton wrote a letter about the layoffs to the Department of Labor and Employment on Monday. Although they plan to keep the facility open, officials say they're concerned about the market's uncertainty after an oil and gas bill passed earlier this year. That bill will overhaul the industry regulations for the state of Colorado.

In total, 650 employees were laid off in Colorado, Wyoming, New Mexico and North Dakota.
